Merger Study Documents

  • NYSSBA School Board Composition Chart

The school merger proposal to consolidate Elizabethtown-Lewis CSD and Westport CSD continues to be considered by school district residents.  The final vote on the school merger proposal to create a new Central School District in the towns of Chesterfield, Elizabethtown, Essex, Lewis, Moriah and Westport will be placed before voters, one more time, on Tuesday, December 4, 2018.

School community residents will consider whether or not to merge ELCS and WCS into a new Central School District.  At the same time, residents will also have an opportunity to establish the composition of a new Board of Education for the new school district.

    HOW MANY BOARD MEMBERS?

On December 4th residents will be asked how many school board members should be included on the new Board of Education.  Education Law provides for either five (5) members, seven (7) members, or nine (9) members to compose the Board.

HOW LONG IS A SCHOOL BOARD MEMBER TERM OF OFFICE?

Residents will also be asked to vote on how long a School Board Member’s term of office shall be.  Education Law provides for term lengths of either three (3) years, four (4) years, or five (5) years.

SCHOOL BOARDS IN THE NORTH COUNTRY:  CHARTS ATTACHED

Attached are two charts that outline information about school board composition and term length in the North Country, specifically the public-school districts aligned with the Champlain Valley Educational Services supervisory district.  I’d like to offer ‘thanks’ and recognize the cooperation extended by the Chief School Officers of the CVES public schools who readily shared this information with me for this report.

Across the seventeen school districts in our BOCES region, almost half (47%) of Boards of Education have seven (7) members.  Only three (3) Boards of Education are composed of nine (9) members.  A majority of CVES districts (59%) feature Board Members with three (3) year terms of service.

SCHOOL BOARDS ACROSS NEW YORK STATE: CHARTS ATTACHED

About 55% of the 691 school boards across the state feature seven (7) members.  72% of all school board members across the state serve in three (3) year terms.

    SCHOOL BOARD MEMBERSHIP:  IT MATTERS

A school board member takes on one of the most important citizen responsibilities: overseeing the education of the community’s youth. In these challenging times for public education, school boards are seeking men and women who find excitement and satisfaction in confronting tough challenges and working collegially to rise above them and help students in their communities succeed.

The intent of this report:  Provide regional information to stakeholders and residents to help promote informed decisions on December 4th regarding school board composition.  Thank you!
